Flagging Certification The flagger must, through visual movements and appearance, establish authority and confidence so traffic responds in time and consistently with the need to stop, change lanes, proceed more slowly, or maneuver as necessary around the work site. RegistrationRegistration fee of $45 must be paid in advance.
